ma intanto voglio darvi il benvenuto soprattutto agli ospiti stranieri in Italia e qui nella nostra città di Cesena 0:13 //
questo è un progetto europeo quindi ci dà la possibilità di incontrare altri partner 0:23
che hanno condiviso e condividono con noi esperienze analoghe in ambiti
socio assistenziali di grande rilievo per collettività che guardano con
fiducia al futuro 0:39 e che vedono nello stesso tempo un invecchiamento progressivo della popolazione 0:46 //
ecco perché questo secondo seminario transnazionale propone un tema che
io credo sia di grande interesse per tutti ma in particolare anche per
noi per la realtà che rappresentiamo qui in Italia 1:6 //
il tema della partecipazione e della partnership è uno dei temi che noi
normalmente affrontiamo nelle nostre politiche locali di welfare 1:18 che si tratti di anziani di famiglie di portatori di handicap 1:24 //
certamente il tema degli anziani è quello che ci sta in questo momento più a cuore 1:31 // c'è un aumento come dicevo del numero degli anziani 1:35 //
le aspettative di vita crescono 1:38 // dobbiamo però trovare forme più adeguate affinché il nostro livello di assistenza sia rispondente ai bisogni emergenti 1:50 //
soprattutto per gli anziani non autosufficienti 1:55 per quegli anziani che vivono insieme alle loro famiglie malattie ovviamente di difficile risoluzione 2:6 //
ecco perché dopo Riga viene Cesena 2:10 //
viene una realtà che attraverso il progetto ELSA ha affrontato il tema delle donne straniere addette alla cura degli anziani 2:22 // quelli ospitati presso le nostre famiglie e che sono sostenuti da dalle cosiddette badanti 2:32 //
è un progetto importante perché sotto la guida della società ARCO di
Cesena lavorano operano la provincia di Forlì-Cesena i comuni più
importanti della provincia Forlì Cesena e Savignano sul Rubicone e poi
un ente di formazione come l'ENGIM e la CISL provinciale 2:58 //
certo in queste due giornate valuterete quali sono le iniziative a livello locale che vengono messe in campo 3:11 //
ci sono dei progetti che voglio segnalare 3:15
// un progetto in particolare che tiene conto della domanda sempre più
ampia di assistenza e di cura in Italia ma anche nei paesi europei che
voi rappresentate 3:29 // la pressione a cui sono sottoposte le famiglie 3:34 //
in particolare le donne che sono impegnate in questo lavoro di
assistenza e di cura a livello familiare degli anziani malati o dei
disabili 3:48 // e poi uno scambio di buone pratiche 3:52 cioè con politiche più attente ed efficace per questi temi che e- emergono 3:59 //
ecco allora che il sostegno che attraverso le politiche locali possiamo
dare agli anziani e alle famiglie diventa importante laddove
affrontiamo problematiche che conosciamo bene 4:17 // ad esempio la permanenza 4:20 // favorire la permanenza a casa degli anziani quando possibile 4:26 //
e poi come offrire una buona qualità della vita ai familiari 4:31 //
ecco credo che da questo punto di vista il sostegno alla domiciliarità
degli anziani il sostegno ai familiari che se ne prendono cura debba
essere un problema certamente della collettività e quindi degli enti 4:53
ma anche un problema che deve riguardare quella più ampia rete di
solidarietà sociale di associazionismo di volontariato che può offrire
delle risposte delle risorse anche nuove e diverse per investire tutta
la comunità 5:14 //
lo dico perché uno dei temi che noi affrontiamo è forse il marchio di
qualità se ce l'abbiamo della nostra amministrazione è e resta quello
della coesione sociale 5:28 //
la coesione sociale lo capite si realizza in una realtà nella quale
tutti si sentono parte di una comunità e quindi tutti collaborano
affinché chi ha bisogno possa avere un aiuto a livello pubblico privato
di associazionismo di terzo settore 5:47 //
allora forse io credo sicuramente in questo vostro incontro potrete
toccare alcune questioni che a noi stanno particolarmente a cuore 5:59 //
alcune esperienze i nostri centri li visiterete // il centro per le famiglie // 6:5 i nostri servizi quelli più innovativi a sostegno della domiciliarità </domiceliarità/> dei familiari 6:14 //
vedrete anche qualche struttura per disabili del territorio cesenate 6:21 // e poi anche un centro sociale 6:24 //
noi ne abbiamo quattro cinque in questa città 6:26 // centri sociali in cui gli anziani danno il meglio di sé nel senso che offrono il loro protagonismo 6:36 che significa poi certamente stare insieme che è una delle cose fondamentali 6:41 //
ma significa anche a loro volta dare una mano ad altri anziani che
hanno bisogno o magari i bambini per i quali producono dei servizi 6:51 //
per arrivare poi alla presentazione anche di aspetti che credo siano importanti 6:57
// ad esempio i piani sociali di zona che parlano di un governo
partecipato del nostro welfare locale con un coinvolgimento reale e
strutturato dei cittadini 7:13 a partire dalla
lettura dei bisogni dalla definizione delle priorità dalla
programmazione per arrivare ovviamente agli interventi che si devono

ecco proprio per questo credo che questo vostro incontro sia utile tanto a noi per il lavoro che dobbiamo fare 7:35 e spero che sia utile anche per tutti voi 7:39

and as a consequence it affords us the chance to get to meet other
partners who have shared and experienced with us similar experiences in
the field of social and health care 0:36 which
are highly relevant to to community to the community and the society at
large looking towards the future also on grounds of the gradual ageing
of the European population 0:49 //
that is also why this second transnational workshop deals with a topic
which in my opinion is highly relevant to each and every one of us but
in particular to the communities we represent here in Italy 1:9 //
empowerment and partnership are one of the topics that we deal on a
daily basis when it comes to our welfare policies whether we talk about
older people disabled people or other 1:31 //
and of course the older people are the focus of our attention because
as I have already mentioned the the pop- the population is gradually
ageing 1:41 //
life expectancy is improving and increasing and as a consequence we
have to try to find more appropriate ways to provide an adequate care
and support to those in need 1:56 //
in particular to those older people who are not self-sufficient 1:60 who are not independent 2:1 who live together with their families through diseases that are difficult to overcome and treat 2:10 //
that is why after Riga here we are in Cesena 2:15 //
where thanks to the ELSA project we have dealt with the topic of
foreign women taking care of older people living with our families
supported by the so-called badanti that is to say international care
givers migrant care givers 2:41 //
and under the aegis of the company ARCO in Cesena the province of Forlì
and Cesena operates together with the various municipalities of the
province Cesena Forlì and Savignano sul Rubicone as well as a training
organisation like ENGIM and the provincial section of CISL an Italian

of course in this two-day seminar you're going to have a chance to go through the various local initiatives implemented 3:18 //
here there are some projects but I would like to point out to your
attention in particular one that considers the ever-increasing demand
for care and treatment both in Italy and in other European countries

in particular on women member of members of these families 3:44 who are called upon to provide care and assistance to older people in the family or to diseased people or to disabled people 3:55 // and then we're goingt to go through an exchange in good practices 3:59 //

// and then of course the support we can provide to older people and to
families through our local policies become all the more relevant since

and I think that from this point of view the support to the stay at
home of older people and the the support to those family members who
care for the older people is a problem for the whole community 5:3

associations nonprofit organisations that may provide for new answers

and I'm saying this since one of the topics we deal with maybe the
quality mark of our administration is precisely social cohesion 5:35 //
and as you know I'm sure social cohesion is possible in a community where all members have a feeling of belonging 5:46 // where everyone does his piece to help to lend a hand 5:51 // and that is the role of associations of the so-called third sector 5:56 //
and I'm very confident that in this meeting of yours you will have a
chance to go through different subjects that are particularly dear to

families that we have launched and some information services to support

and you'll also visit some venues hosting disabled people in and around Cesena as well as some social centres 6:33 //

mainly they offer their experiences 6:48 which means lending a hand to other older people who might be in need or maybe helping children thus producing services 7:0 //
and finally we shall move on to deal with other aspects that are
equally important like the social plans for each borough or each area 7:14 which talk about participative approach locally with an involvement of individual citizens 7:24

planning and all the way to the various actions that need to be enacted

and that is the reason why I think your meeting is going to be extremely useful for us 7:46

fruitful thought for other projects to deal with problems that are
unavoidably going to increase and that call for policy and governance
