I'm here to talk about the ACE National partnership action for carers and employment in the UK 0:24 //
and as you will see I think yes I'm here to talk about partnership in practice 0:33 //
this gave me a very big problem because the partnership is so big and
the partners are doing so many things that it seemed an impossible task
to do in what I hope will be ten minutes 0:53 //
hope that makes you feel good because I'm hungry too 0:57 //
so what I have decided to do is not to tell you everything about
everything but to use an example of something that has actually
happened and then to explain how the various partners have directly or
indirectly contributed to what we are describing in England these days
as the outcomes of what we want to do rather than constantly talking
about the processes that actually we hope might effect some change 1:35 //
so what I want to do is talk to you about Mr and Mrs Jones 1:42 //
if we can find them 1:47 // here they are 1:49 //
I'm actually an assist- an assistant director of social work in England and I'm in a place called West Sussex 1:59 //
so I am a social worker by background // I'm also a manager 2:3 //
and I'm probably also a bureaucrat 2:7
// but in this context I am absolutely clear that what I want to find
out about is are Mr and Mrs Jones living the life that they want to
live and getting the services that they need to meet their needs 2:27 //
and as soon as I talk about Mr and Mrs Jones I also need to talk about their carers 2:34 //
so I'm gonna tell you a little bit about Mr and Mrs Jones 2:38 //
Mr Jones is eighty-four 2:41 // Mrs Jones is eighty 2:43 //
they are an elderly couple who've lived together for many years as man and wife 2:50 //
both have enjoyed very active lives but have developed an increasing range of complex physical and health-related difficulties 2:60 //
in addition Mrs Jones has on occasions quite severe mental health difficulties 3:7 //
and Mr Jones who has until recently been her main carer is now registered blind 3:15 //
Mr Jones is finding it increasingly difficult to look after his wife 3:21
// and the family their son and two daughters who have actually caring
responsibilities in this situation as well have been very actively
involved in their support and in fact planning for their support into
the future 3:37 //
what is changing though is that West Sussex has div- decided to try and
introduce care for older people in a slightly different way 3:49 //
and if I can just read you a very brief statement I hope it'll give you
some ideas about what I'm going to say about Mr and Mrs Jones next 3:57 //
what we are saying is that people who are frail or living with an
illness or disability may need help to be as independent as possible in
their daily lives as well as receiving the support that they need 4:13 //
and for many people in West Sussex which is where I work the Council
provides the money to pay for the social services or social care
services that can help them 4:25 //
but we do believe that if people need social care support they also
need to have the greatest possible say about the help they need to stay
independent or to be empowered as we say in eurospeak these days 4:41 //
and we know that giving people more say and more choice over their
social care requirements </requi_quirements/> can be very very
successful 4:51 // and we want to offer this to more and more people particularly older people 4:57 // and we are beginning to do this with something called an individual budget or a personalised budget 5:4 //
individual budget is our government's term for a new way of deciding on
the amount of money available for a person's social care and of helping
the person decide how to use it 5:17 //
so an individual budget put the older person and indeed their carers at
the centre of assessing needs and the planning processes and recognises
that those are the people that are best placed to understand their
needs and also probably decide how to meet them 5:36 //
so back to Mr and Mrs Jones 5:39 //
over the last few years Mrs Jones has been receiving support through home care service 5:47 //
this is a s- this is a service where people go in and help her in the home 5:51 //
you've heard about it in various ways this morning or domiciliary care 5:55 //
she's also had some respite care from time to time in a residential placement a very nice placement 6:4 //
however Mr and Mrs Jones and their family have been telling us this
really hasn't been sufficiently flexible to meet their needs in the way
that they want them met 6:16 //
and Mr and Mrs Jones would prefer among other things to have whatever respite care there is together somewhere //
thank you 6:26 // rather than Mrs Jones been sent off somewhere else 6:30 //
so Mrs Mr and Mrs Jones have now been offered an individual budget and
with the help of their son and their daughters who also continue to
care for them they have been able to design a more flexible package of
support 6:45 //
so what they are now doing is they are purchasing their own care
because they have the money in their hand and through a personal
assistant 6:57 //
we could spend hours talking about what personal assistant's about but we won't stop just at this moment 7:2 //
and they are also in fact instead of going to a residential unit for
Mrs Jones Mr and Mrs Jones are choosing to purchase a break together in
a Hotel in Bournemouth 7:18 //
and in order to manage while they're there they are buying some support from a private care agency 7:26 //
they've also chosen to spend some of their money on support at a local
day centre so they can actually get to meet more local people and more
people in the community 7:39 //
and they have bought one or two pieces of telecare equipment to help with some aspects at home 7:46 //
the two things that they've bought in fact are medication mana-
management aid and a falls monitor because Mrs Jones is in a wheelchair
and although she can walk is very unsteady on her feet and falls over
quite often 8:0 //
even with this new care package the family are still very very
important carers in this story // but what is important to emphasise is
that instead of actually fearing that they might have to give up work
one or other of them they are able to continue to work 8:21 // they are able to continue to offer the support that they need 8:25 //
and Mr and Mrs Jones as you can probably see from this picture are jolly happy with life at the moment 8:31 //
now what I want to actually go on to 8:35 //
just remember Mr and Mrs Jones 8:37 // is we do in fact with the ACE partnership have a large national partnership 8:43 //
I think probably most of you have here have heard of Carers UK and
you've certainly heard of Linda and Madeleine or Linda Madeleine first
this morning 8:54 //
so I think it's probably reasonable to say that as a big organisation
that small organisation that does big work I think would be better
lobby on behalf of carers they put together the partnership that I am
just about to explain to you and to have led the work across the UK
over the last couple of years 9:19 //
alongside those at Carers UK there are six service delivery partners 9:26 //
three of us are local authorities 9:29 //
I'm one of them and there are two more 9:31 //
and generally speaking the local authorities are looking after anything
up to half a million three quarter of a million to a million people //
so that's the size of our local authority 9:41 // two are third sector providers that actually provide services 9:46
// one is a provi- private provider and the other is a research partner
helping to build evidence base you'll hear from our research partner
this afternoon 9:57 // she's down there 9:59 // so I'll say no more about that 10:0 //
but what I would say is that Mr and Mrs Jones actually have help from the local authority 10:8 // they actually have help from a third sector organisation in West Sussex 10:14 // they also have help from a private provider 10:17 // they will have contributed though they don't know it to the research 10:21
// and they have benefited from the lobbying that Carers UK have done
with governmental organisations and getting the carers agenda on the
page 10:33 //
but that's not all of the national partnership 10:38 //
we are also connected to governmental organisation i.e. government departments //
three in particular in this particular project 10:47 //
also connected to the regulatory body for standards and inspection 10:52 //
and in the UK we have a big organisation that comes and inspects us all and gives us stars 10:58 // and if you're not doing very well you don't get very many stars 11:1 // and if you're going slightly better you might get a few more 11:4 //
the Sector Skills Council which is about training and of course the transnational partnership which we are here 11:11 //
so where's Mr and Mrs Jones 11:14
// well Mr and Mrs Jones very much are benefiting from the government's
thinking in terms of empowerment partnership and in fact the carers
agenda generally 11:25 //
would you believe Mr and Mrs Jones actually met the six or seven very
very big bosses of the regulatory establishment on Tuesday this week to
tell them what they thought about services 11:41 //
the training that the staff who actually provide services for them is
actually managed and guided by the Sector Skills Council and little
that they'll know it but you're hearing all about them today in the
transnational partnership 11:59 //
I did tell them on Tuesday I was coming and when I go back I'm gonna have to tell them what I said 12:4 //
okay next one 12:6 //
as well as the national partnerships we actually have very big partnerships within the individual projects 12:16 //
and I can only give you one example although there are several people
sitting in the floor of the audience from West Sussex from in the UK
who could give you many more 12:25 //
we are a local authority 12:28 // we have a vision to promote consumer-directed care 12:34 // that is a vision for the next few years 12:38 //
Mr and Mrs Jones are one of the first people to benefit from the shift in the way of doing things 12:46 //
the Independent Living Association which is a third sector organization
assists us in delivering things like direct payments and personal
assistants 12:57 //
the carers' network are part of that work and are making sure that the
needs of carers are fully taken into account in pushing towards
consumer-directed care 13:11 //
and the independent and voluntary sector provides some of the resources and services that Mr and Mrs Jones are receiving //
for example domiciliary care telecare hotel etcetera 13:25 //
and another big partner for us locally are partners in health // doctors nurses therapies and more 13:33 //
and if you remember what I told you about Mr and Mrs Jones you will
know only too well that they did need certainly doctors nurses
therapists and on occasions more 13:45 //
so what is the ACE partnership doing for Mr and Mrs Jones 13:53 //
well actually what they're doing is enabling Mr and Mrs Jones to live a
life in their own home doing the things that they want to do when they
want to do them 14:6 //
the family and the carers are able to live the life generally speaking that they want too 14:14 //
Mr and Mrs Jones have a considerable amount of control over the services that are supporting them 14:23
// and the local authority has been listening we hope well enough to Mr
and Mrs Jones to enable them to use the money in the public purse to
assist with the things that they want to do 14:37 //
so I think Mr and Mrs Jones themselves would now feel themselves to be citizens of West Sussex 14:45 //
they certainly see themselves as having participated in the services
that they receive and I think if you asked them did they feel we were
working in partnership with them they would probably say yes 15:1 //
so I've only one thing to say really 15:7 // by working together we make a bigger impact 15:10 //
and I think that means all of us here as well as all of us in the UK and the partnership 15:16 // all of us in West Sussex and all of those people surrounding Mr and Mrs Jones 15:21 //

io sono direttore dei servizi sociali nella regione del West Sussex in Inghilterra //
quindi sono un assistente sociale come formazione e sono anche un manager 2:8 //
sono probabilmente anche una burocrate nella gestione dei servizi ma in
questo contesto sono sicurissima che quello che io volevo sapere era il
signore e la signora Jones riescono a vivere la vita che vorrebbero
vivere e stanno ricevendo i servizi che a loro servono 2:31 //
quando vi parlo del signore e della signora Jones naturalmente vi devo parlare anche dei loro carer 2:39 //
quindi descriviamo un attimo la situazione dei Jones 2:42 //
il signor Jones ha ottantaquattro anni e la signora ottanta 2:47 //
hanno vivono insieme da molti anni 2:51 // sono sposati da moltissimi anni 2:53 //
tutti e due hanno avuto una vita molto attiva ma purtroppo negli ultimi
anni hanno avuto tutta una serie di problemi di salute abbastanza
complessi 3:6 //
la signora Jones ha occasionalmente anche problemi di salute mentale abbastanza gravi 3:15 //
e il signor Jones che si occupava della moglie come carer ufficiale
attualmente ha problemi di vista molto gravi // è cieco praticamente 3:28 //
la famiglia che condivide il compito di cura è è coinvolta molto nel sostegno e nell'assistenza ai due genitori 3:42 //
quello che sta cambiando è che la regione del West Sussex ha cercato di
introdurre i servizi per gli anziani in un modo un pochino diverso 3:55 //
vi voglio leggere una dichiarazione relativa a questi cambiamenti 3:60 //
quello che diciamo è che le persone fragili o che hanno malattie o
disabilità potrebbero avere bisogno di sentirsi indipendenti nella vita
oltre a ricevere l'assistenza di cui hanno bisogno 4:19 //
per molti nel West Sussex il comune dà i finanziamenti per il sostegno per l'assistenza necessaria 4:29 //
tuttavia crediamo che se le persone hanno bisogno di cure di assistenza
hanno anche bisogno di cure che permettono a queste persone di essere
indipendenti 4:45 // di si parla di empowerment nel gergo europeo 4:50 //
in questo modo noi vogliamo riuscire ad offrire questo a molte più
persone soprattutto agli anziani e stiamo cercando di di farlo questo
attraverso uno strumento che si chiama budget individuale 5:8 //
è il termine usato dal governo inglese per il modo in cui si decide la
quantità di finanziamento disponibile per ciascuna persona che ricevere
le cure e come utilizzare questi finanziamenti 5:23 //
in questo modo si mette la persona che riceve i servizi al centro della questione 5:33
// sono loro le persone che sanno meglio quali sono le loro esigenze e
che quindi sanno forse meglio anche come rispondere alle loro esigenze 5:42 //
quindi torniamo al signore e alla signora Jones 5:44 //
la signora riceve dei servizi di assistenza domiciliare 5:51 //
cioè delle persone vanno a casa e l'aiutano 5:55 //
ne abbiamo anche già sentito parlare stamattina 5:59 //
ma di tanto in tanto riceve anche delle cure in un centro diurno un centro molto bello 6:8 //
tuttavia i signori Jones e la famiglia ci hanno detto che gli aiuti che
hanno ricevuto non sono sufficientemente flessibili per venire incontro
alle loro esigenze 6:21 //
preferirebbero avere le cure di sollievo disponibili senza che la signora Jones dovesse recarsi fuori casa 6:35 //
in questo modo abbiamo deciso di offrirle un budget individuale 6:42
// anche le figlie con la partecipazione appunto della famiglia è stato
possibile pianificare l'assistenza in modo un po' più flessibile 6:53 //
adesso sono in grado di pianificare meglio l'assistenza domiciliare
perché hanno i soldi per farlo // possono pagare una s- una persona che
viene a casa 7:7 //
invece di andare in un centro diurno il signore e la signora Jones di
tanto in tanto si concedono un breve soggiorno in un albergo a
Bournemouth 7:24 //
in questo modo sono in grado di ottenere anche delle cure da un'agenzia privata 7:36 //
hanno anche l'accesso ad un centro diurno dove possono incontrare persone della collettività 7:45 //
e poi hanno degli strumenti di assistenza a distanza diciamo che consente di tenere sotto controllo la situazione 7:58 //
la signora sta su una sedia a rotelle e anche se riesce ancora a camminare non è proprio stabile sulle gambe 8:7 //
naturalmente la famiglia continua a svolgere un ruolo molto importante
ma la cosa importante e la novità è che la famiglia continua a lavorare
e continua a ad aiutare il signore e la signora Jones nei limiti del
possibile 8:32 //
e come vedete il signore e la signo- signora Jones sono anche molto contenti // si vede dalla fotografia 8:37 //
tenete ancora a mente la loro si- situazione 8:45 //
forse la maggior parte di voi ha già sentito parlare di Carers UK e di Linda Marlin 8:57 //
quindi si penso che sia ragionevole dire che si tratta di una piccola
organizzazione che fa un lavoro molto grande molto importante 9:10
// è una lobby che ha messo insieme questa partnership di cui vi ho
parlato e che negli ultimi due anni circa si è diffusa un po' in tutto
il Regno Unito 9:25 //
oltre a Carers UK ci sono de- sei partner 9:30 //
tre di loro sono le autorità locali //
io rappresento una delle altre tre e poi ce ne sono altre due 9:38 //
e si tratta di circa settecentocinquantamila un milione di persone che ricevono questi servizi 9:47 //
quindi ci sono dei due fornitori dei servizi uno è privato e l'altro è
invece un partner che si occupa delle ricerche e sentirete maggiore
informazione oggi pomeriggio perché la mia collega è qua presente 10:6 //
il signore e la signora Jones ricevono quindi aiuto dalle autorità
locali dal comune da una organizzazione del terzo settore del West
Sussex da un fornitore privato e hanno anche contribuito alla ricerca
anche se non lo sanno e hanno ottenuto dei benefici dalla operazione di
lobby svolta da Carers UK negli ultimi anni appunto per portare
all'attenzione del dei governi l'importanza di questi problemi 10:42 //
ma non è tutto 10:44 //
siamo anche collegati a dipartimenti del governo inglese //
tre in particolare in questo progetto 10:52 //
abbiamo dei collegamenti con i vari enti che si occupano delle normative 10:57 //
abbiamo un'organizzazione importante che ci viene a ispezionare e che
ci di- c- ci dà una valutazione sotto forma di stelle per cui se tu
ottieni poche stelle ottieni anche pochi finanziamenti quindi è molto
importante 11:13 //
e poi la partnership transnazionale che è quella di oggi // siamo tutti qui presenti oggi 11:20 //
il signore e la signora Jones quindi hanno tratto dei benefici da questa partnership 11:27 //
il signore e la signora Jones hanno veramente in- incontrato di persona
questo martedì di questa settimana i capi di queste organizzazioni che
si o- che fanno parte della partnership 11:49 //
la formazione delle persone coinvolte è è gestita dal consiglio del Sector Skill Council si chiama 12:3 //
e martedì ai signori Jones gliel'ho detto che venivo qua e quando ritorno sicuramente gli racconterò com'è andata 12:11 //
abbiamo anche partnership importanti nei progetti individuali 12:21 //
vi posso dare soltanto un esempio anche se ci sono molti altri ospiti
inglesi nel pubblico che ve ne potrebbero raccontare altri 12:31 //
noi siamo un'autorità locale West Sussex e vogliamo promuovere le cure
dirette dai beneficiari dagli utenti quindi a partire dagli utenti 12:45 //
il signore e la signora Jones sono tra i primi a beneficiare di questo cambiamento di prospettiva 12:51 //
poi la Independent Living Association che è una associazione del terzo
settore ci aiuta nella gestione di cose come appunto il budget diretto
budget individuale e gli assistenti personali 13:8 //
poi ci sono le reti di carer che fanno in modo che i carer vengano presi in considerazione seriamente in questo processo 13:20 //
poi ci sono le risorse del settore volontario o indipendente 13:25 //
ad esempio forniscono le attrezzature per la cura a distanza la cura domiciliare l'hotel eccetera 13:33 //
e poi naturalmente il settore sanitario i medici le infermiere i terapisti e così via 13:38 //
se vi ricordate vi ho di di quello che vi ho detto della situazione dei
signori Jones naturalmente hanno bisogno di cure sanitarie per i
problemi fisici di cui v- vi ho parlato 13:53 //
quindi che cosa sta facendo la partnership per questa famiglia 13:58 //
beh in pratica stanno permettendo al signore e alla signora Jones di
vivere veramente la vita nella loro casa facendo le cose che vogliono
fare quando le vogliono fare 14:10 //
la famiglia e i carer possono anche loro vivere la vita che vogliono vivere 14:20 //
il signore e la signora Jones hanno un notevole controllo sui servizi
che forniscono loro assistenza e la autorità locale ha ascoltato molto
il signore e la signora Jones per permettere loro di spendere le
risorse a loro destinate nel modo che preferivano 14:43 //
quindi credo che il signore e la signora Jones adesso si sentano veramente cittadini del West Sussex 14:51 //
si vedono sicuramente come persone che hanno che partecipano ai servizi che ricevono 14:57 // e credo che se gli chiedessimo vi siete resi conto che stiamo lavorando in una partnership 15:6 // credo che direbbero sì ce ne siamo accorti 15:9 //
quindi volevo praticamente dire semplicemente che se lavoriamo insieme si riesce ad avere un impatto maggiore 15:17 //
e credo che tutti i presenti tutti di Carers UK e tutti noi di del West
Sussex e tutte le persone che sono intorno mister e mis- al signore e
alla signora Jones sarebbero d'accordo su questo 15:31 //
